One fifth of all orphans in Kaliningrad are given up for adoption abroad

There are 1 901 children-orphans and children left without parental care registered in Kaliningrad.                                      

At total of 289 children are in orphanages in Kaliningrad and 1612 orphans and children are left without parental care and are living with families, which come up to 84.8%: 800 children are under guardianship; 79 children in foster care; 92 children - in foster care families, 641 children under the age of 18 living in adoptive families, among them: families of citizens of Russia – 300, children living abroad - 341.

In the year (2008), 55 children are given up for adoption, 43 children are given up for adoption to Russian families, which represents 78.1% of the total number of adoptions for this period and 12 children are given up for adoption to foreign nationals (21.9%).

The Department of Care and Guardianship of Children in Kaliningrad Committee of Education have given up to care 92 children. Dynamics of the recent years are as follows: 800 children live in custody families, representing 42.1% of the total number of children left without parental care (2006 - 956 children, 2007 – 886 children).

In Kaliningrad in 2008, 79 children were placed with extended family members, or 4.2% of the total number of children left without parental care (2007 - 69, 2006 - 86 children).

In foster care families lived 92 children (4.9% of the total number of children left without parental care). During 11 months of 2008, 15 children were sent to the foster care families. In December 2008 there are documents to be processed to send another 3 children to the foster care families.

Also work continues on optimising the network of institutions for orphans and children left without parental care. With the development of a system of family foster care has gradually decreased number of orphan institutions (there were 6 establishments in 2007, which is now reduced to 4) as well as falling number of orphans and children left without parental care in orphanages itself. Over the last 2 years their number shortened by 109 people.
